As you have probably heard, the Home Health Value Based Purchasing (HHVBP) model has been finalized in the Home Health Final Rule for next year and includes all home health Medicare-certified agencies across the United States, territories, and District of Columbia. However, a change in the full enactment of the program was a happy announcement for the home health industry. In the Final Rule, CMS opted to designate CY 2022 as a “pre-implementation” year. This will allow agencies to become more familiar with the “ins and outs” of the program. As it stands right now, CY 2019 will be the baseline year with CY 2023 being the performance year. No data will be used from CY 2020 due to the COVID-19 pandemic and its effect on the home health industry. Next year, agencies would be wise to begin education of their clinicians on the quality measures included in HHVBP and strategize on any needed improvements for 2022.
